I suggest you start 'sewage testing'. This technique may be useful particularly since schools and colleges are reopening. Biobot (https:www.//biobot.io/) is one company which provides special test-kits for sewage testing. These test-kits can detect the virus from a waste-water sample (instead of a swab samples). To find out if a building has COVID positive patients, one just needs to take a single sample from the sewage outlet. Then the focus can shift to specific buildings which test positive.
