In some Govt. departments Promotion Panels are not prepared on crucial date(s) against occurred vacancy(ies) as reqd. by Law denying lawfully entitled rights of fully qualified on Merit, ineligible underqualified temporarily promoted overlooking the claims of fully qualified. This shd be avoided at any cost. Govt. shd appoint a special High level Committee to look into the grievances of affected employees
